How a guardianship is entered

A guardianship begins with a written agreement between our Council and a school's governing body, setting out the Reserved Matters requiring our consent and the limits of our role.

How a guardianship is exited

A guardianship can end by agreement, by the school's own constitutional change with our consent, or in circumstances set out in the governing agreement.

How the Guardian's powers are exercised

Our power is limited to the Reserved Matters set out in the guardianship agreement with PAL Buddhist School — matters such as its Buddhist character, the land, winding up or transfer of control, constitutional amendments touching identity, and board appointments. Teaching, staffing, curriculum, fees, discipline and enrolment are not our business. Requests for consent are considered by our Council, which may seek the Sangha Council's view on questions of ethos, and every decision is given in writing, with reasons.

Limits on the Guardian's role

• The Guardian holds no seat on the School's board and no role in its daily operation.
• Consent may be given, refused, or given on conditions — never assumed.
• Where the Guardian is asked to act beyond its reserved powers, it declines.
• Confidential school material is never required as a condition of consent.

Review cadence

The guardianship agreement and this policy are reviewed periodically by our Council.

Published Guardian Reports

Each year's Guardian Report records every occasion consent was sought, what was decided, and why, including any occasion the Guardian declined to act or was asked to act beyond its power.
